How to bid on government tenders in Uganda

From PPDA registration to the Best Evaluated Bidder notice, in six steps.

Government bodies in Uganda buy under the PPDA Act 2003 and its regulations. The rules are the same whether the buyer is a ministry in Kampala or a district in Karamoja, so once you know the process it repeats.

Register as a provider

Register with PPDA on the Register of Providers and, for most central government bids, on the Government Procurement Portal (eGP Uganda). You need your certificate of incorporation, a TIN from URA and a valid trading licence.

Keep five documents current

Almost every notice asks for the same set: certificate of incorporation, trading licence for the current year, tax clearance from URA, PPDA registration, and evidence of similar work. Tax clearance runs to 31 December, so renew it in November rather than the week you need it.

Find the tenders you can actually win

Filter by the sectors and districts you deliver in, and by value. A small supplier wins more often on RFQs and district tenders than on open international bidding, where the technical thresholds are written for large firms.

Read the notice like an evaluator

Evaluation goes in order: eligibility, then technical compliance, then price. A missing signature or an expired certificate fails you before your price is ever opened. Build your checklist from the instructions to bidders, not from the advert.

Arrange the bid security early

Where a notice requires bid security it is usually a bank guarantee or an insurance bond, and the notice states the amount, the form and how long it must stay valid. Banks take days, not hours; start the week you decide to bid.

Submit on time, then watch for the BEB notice

Deliver to the address in the notice before the deadline; late is late, and a bid that arrives a minute after is returned unopened. After evaluation the buyer displays a Best Evaluated Bidder notice for ten working days before signing, which is where you learn who won and at what price.
